Property Tax
New Mexico's property tax is ranked 49th lowest in the nation. All real and tangible property is subject to taxation at the local level. All property is assessed at 33.3% of assessed value.
Personal Income Tax
State income tax liability is established under a seven-bracket rate table: for married persons filing joint returns, rates progress from 2.4% of taxable income under $8,000 to 8.5% of taxable income in excess of $64,000.
Gross Receipts Tax
Rio Rancho: 6.1875%
Sandoval County: 5.50%Forty percent of the state's revenues are from gross receipts tax. The statewide gross receipts tax of 5% applies to basically all goods and services exchanged. Local communities may levy additional increments.
Now in its third year, the Rio Rancho School District, numbering more than 6,300 students, will open three new schools in the next year. The city's first high school will further expand the broad and varied education programs initiated by its six elementary and three middle schools.
The district opened two new middle schools in the fall of 1996: Eagle Ridge and Mountain View. These, along with Lincoln Middle School, are distinguished by their well-trained staffs and strong curriculum, as are the district's six elementary schools.
Rio Rancho teachers are routinely recognized statewide and nationally for their pursuit of excellence. The district employs unique ideas like the Family School program, a "school-within-a-school" concept which allows students and parents to offer both classroom and home schooling.
Rio Rancho Public Schools System was accredited in late 1995 and early 1996 by both the State Department of Education and North Central Accreditation (the regional authority) for its K-8 programs. The most telling comment from the accreditation reviews centered on how far the district had come in less than two years of operation.
The district will open its first high school - Rio Rancho High School - in the fall of 1997. The school is a cooperative effort between the district, Sandoval County, and Intel Corporation, with support from city and state officials. This unique, nationally recognized partnership is a model of cooperation between public and private institutions. The high school will consist of five major academies - Business and Technology, Science, Arts, Humanities, and First Year. Having concluded their first year, students will be able to specialize in a specific discipline while completing their core classes. Should their academic focus change, students can transfer among academies.
There is one accredited private school in Rio Rancho. Hope Christian School offers a variety of classes and a Christian orientation for grades K-12. 6800 Palomas, (505) 892-4565.
In nearby Albuquerque, there are some 80 additional private schools, both religious and secular, ranging in grade level from elementary to high school. Post-Secondary Education
Albuquerque-based Technical-Vocational Institute (505) 892-7113, has a campus on the Intel Corporation's property on Sara Road. Open to anyone interested, T-VI Rio Rancho offers some 35 classes in technologies, arts and sciences, business, and college prep.
The University of New Mexico (505) 277-0111, in Albuquerque, is one of the premier universities in the Southwest. UNM offers 4,000 courses, grants degrees in 150 accredited disciplines, and operates esteemed law, medical, and business schools (the school of medicine is consistently ranked among the nation's ten best primary-care learning institutions). The biology, fine arts, anthropology and Latin American studies programs are also highly regarded.
UNM's Continuing Education Division (505) 277-2527, offers a wide variety of classes on the Westside (both for credit and not) in fields and disciplines ranging from financial planning to gourmet cooking.

There are four distinct seasons, all characterized by sunny days, an average of 360 days a year, and low relative humidity. It snows several times every winter, but usually melts quickly (often the same day).

Rio Rancho offers world-class health care ranging from urgent-care centers to long-term and specialty-care facilities. It goes without saying that good health care is extremely important to everyone. But it is especially important in a city like Rio Rancho, with a population comprised mainly of seniors and families with young children. Fortunately, the city is blessed with a wide variety of excellent health care providers.

Access to care in this center available to members of various health maintenance and insurance organizations including FHP, Blue Cross/Blue Shield, QualMed, any indemnity insurance carriers and fee-for-service clients. The Talbert Medical Group employs over twenty doctors and technicians in a 23,000-square-foot facility providing primary care, optometry, pharmacy, audiology, and podiatry services.
St. Joseph West Mesa Hospital, at 10501 Golf Course Rd. (505) 893-2000
Located in Albuquerque, just south of the Rio Rancho city limits, is the only full-service hospital on the West Mesa. The facility provides general medical and surgical services, intensive care, pediatric care, physical therapy, obstetrics, gynecology, neonatology, pediatrics, and 24-hour emergency care. St. Joseph West Mesa Hospital welcomes members of FHP, Blue Cross/Blue Shield, QualMed, Lovelace and other insurance carriers.
Rio Rancho's Lovelace Primary Care Center, at 3801 Southern Blvd. SE (505) 896-8600
This center is part of Lovelace Health System, a fully integrated health care organization which provides insurance and a complete range of services. The Rio Rancho center is one of several Lovelace medical facilities in the greater Albuquerque area. It offers complete family care (including prenatal, OB/GYN and geriatric care) and non-appointment, walk-in care from 8 a.m. to 8 p.m., 365 days a year. Additional services include an on-site pharmacy, x-ray, and laboratory.
The Presbyterian Family Healthcare Center, at 4100 High Resort Blvd. (505) 891-1088
This 52,000-square-foot facility offers both primary and specialty care as well as a pharmacy, physical therapy, and an ambulatory surgery unit. The center also provides urgent care from 8 a.m. to 8 p.m. seven days a week, with no appointment necessary.
The Rio Rancho Nursing and Rehabilitation Center, at 4210 Sabana Grande Avenue (505) 892-6603.
This 120-bed, Medicare-certified facility offers speech, respiratory, physical, and occupational therapy. Twenty-four-hour a day nursing care, the accommodation of special diet needs, and an extensive activities program are all provided at the center.
Rio Rancho has over 2,361 business licenses currently held. Licenses can be obtained through the City Clerk. The fee for a one-year license is $35.00.
